With Riverboatman Barley Flotsum missing the Shire Ferry has closed limiting safe travel to and from Tharbad. The Shire folk are concerned about Mister Flotsum's well being. It is unlike him to vanish without leaving a message. For years he has plied the Galandar River, providing a safer route for travelers and merchants. Shire Sheriffs have mounted an investigation into his disappearance. So far, no clues have turned up. Northern Annakol Soldiers have taken to patrolling routes between Bree and Tharbad, making travel even more difficult.
